In this course, we will delve into the topic of flood risk assessments. We will see what a flood risk assessment entails, how to perform one, and what it can be used for. Moreover, we will show how flood risk estimates from flood risk assessments can be used as input for Cost-Benefit Analysis (CBA), which can be used for various policy purposes. Related to this course, some practical (Excel) material will be provided, which you can use to perform such assessments and analyses yourself. The topic is supplemented by a case study of flood risk and management in the Netherlands, looking into flooding from rainfall, the sea, and rivers. The evolution of flood risk management is explored up to the current protection systems, which are based on flood risk assessments and CBA.
LEARNING OBJECTIVES
This course aims to equip learners with a comprehensive understanding of flood risk assessments and management. It begins with a recap of risk frameworks and an exploration of flood damage models, including practical tools like the REACT tool and DamageScanner. Additionally, it provides an in-depth examination of the Netherlands’ flood management strategies.
ABOUT INSTRUCTOR

Dr. Hans de Moel is an assistant professor of water and climate risks at the Institute for Environmental Studies, Vrije Universiteit Amsterdam. His research focuses on natural hazard risk management, climate change, and adaptation.
