Environmental Impact Assessment (EIA)

In this course, Myanmar experts who have got Environmental Impact Assessment (EIA) experience in Myanmar will introduce you about the history and concept of EIA first in order to obtain the basic knowledge of EIA and better understanding of the concepts of EIA.
Next, the importance of the stakeholder engagement and public participation in EIA process will be explained so that you will be able to understand the role of stakeholders in EIA.
Thirdly, we will go through the EIA system in Myanmar including environmental challenging and sustainable development, the development of EIA and the environmental legislation in Myanmar. Finally, the case study carried out in Myanmar will be presented in order for you to learn how the real project is implemented in line with existing environmental legislation in Myanmar. The focus of the course will be on EIA system in Myanmar which can be applied to conduct proper EIA for any project in Myanmar in accordance with Myanmar and globally acceptable standards.

STUDENT REQUIREMENTS

No specific skills and knowledge are required but having proejct experience on infrastructure projects will help students understand the importance of environmental impact assessment better.

INSTRUCTOR

Kyaw Lin Htet has been working as Managing Director of Water Bridge Myanmar Co., Ltd (WBM) since mid-2019 providing consultancy services and capacity building in river and water management sector. He graduated as Port & Harbour Engineer from Myanmar Maritime University in 2007 and obtained Post Graduate Diploma in Political Science from Yangon University in 2016 as well as Executive MBA from Yangon University of Economics in 2019. Soon after his graduation from Myanmar Maritime University, he gained oversea working experience in Vietnam and Singapore for 4 and half years. He came back to Myanmar in 2013 to start working for Royal HaskoningDHV Myanmar where he worked mainly in water sector for six years until he established WBM in mid-2019. He has been involved in different water related projects including integrated water resources managment, river navigation improvement, water supply, flood risk management, drainage improvement, bank protection, riverfront development as well as environmental and social impact assessments in Myanmar. His main responsibilities are project management and stakeholder engagement including facilitation in public consultation.

Daw Yi Yi Cho is a freelance Environmental Specialist. She was Assistant Director of Environmental Conservation Department under the Ministry of Natural Resources and Environmental Conservation (MONREC). Currently she is working as a freelance Environmental Specialist. Having been a government officer, her responsibility was to evaluate and determine the impact of the project activities on the environment and natural resources. Before that she was a teacher at Technology University nearly 10 years. Being Section Head of Infrastructure Sector under EIA Division, her main responsibility is Natural Resources conservation and EIA relative activities such as screening on project proposal, reviewing and approve EIA, IEE and EMP reports and preparing document for Environmental Compliance Certificate (ECC). Since 2013 to date, she screened more than 200 project proposals and reviewed nearly 120 reports. And another special assigned to her is as a team leader for facilitating all the matter concern with the Special Economic Zone (Thilawa SEA, Dawei SEZ & Kyaukphyu SEZ) and to development Guideline for EIA especially for safeguard system in Myanmar.
