Early Warning Systems and Flood Early Warning System

In this course, Christian Alfonsus Liguori will introduce participants to the concepts of Early Warning Systems (EWS) and Flood Early Warning Systems (FEWS). Initially, there will be a concise overview of EWS and FEWS, highlighting their components and challenges. Then, the discussion will focus on key stakeholders involved in FEWS, essential institutional arrangements, and common challenges associated with these institutions in managing Flood Early Warning Systems. At the end of the course, two FEWS examples from Indonesia will be used to enhance participants’ understanding of key elements for developing, operationalizing, and maintaining effective Flood Early Warning Systems.

The course aims to provide participants with a foundational understanding of essential FEWS components, to better equip them for developing, implementing, and sustaining FEWS. After each lesson, there will be some quiz questions to evaluate the content of that lesson.

• Know the main components of J-FEWS and PSH, and
• Understand the technical, governance and institutional challenges of J-FEWS and PSH

ABOUT INSTRUCTOR

Christian Alfonsus Liguori is a hydrologist and specialist in early warning systems, currently contributing his expertise at Deltares. With extensive experience, he has played a pivotal role in the development of early warning systems, both domestically and internationally. Noteworthy projects include the Jakarta Flood Early Warning System (J-FEWS), Pusat Studi Hidroinformatic (Water Center of Excellence) Indonesia, Drought Early Warning System (DEWS) Indonesia, and the Multi-Hazard Platform Iskandar Malaysia. He also possesses extensive knowledge of early warning systems (EWS) in Indonesia, acquired through insightful interviews conducted with various EWS developers in the country. This occurred during his involvement in the Baseline Study for an End to End MHEWS platform in Indonesia project.

COURSE ACCESS

This course is an integral part of the ‘WE are Water Education (Indonesia)‘ program. Currently, access to the course is limited to staff members of East Java Province who are participating in the program. Following the program period, the courses will be made available to the public.
